Enhancing the capacity of the common masses in terms of awareness, participation in decision making processes, raising questions to the development paradigms and searching for alternatives have become central issues of discourse among the NGOs, CBOs, collective action groups, policy makers, partner agencies etc. Training programmes, consultations, workshops and seminars have been found to be medium through which information is passed on, hard data is presented, opinions are shared, view points are expressed, success stories are highlighted and alternatives are searched. Since the common masses themselves can not engage in this exercise, it is those agents who are involved in rural reconstruction who are participants of training and capacity building programmes.

The Training-Workshop-Consultation Brochure 2009-2010 presents in nutshell some of the programmes envisaged by the Institute for this year. Based on the experiences of previous years and keeping the emerging issues in focus these programmes have been planned. The main objective of the Training-Workshop-Consultation programmes are to provide opportunity in terms of capacity building, leadership formation and creating critical consciousness among those engaged in rural reconstruction, development in favour of the excluded and the marginalised, access over resources to all, and the rights of the disprivileged.

Some of these programmes are initiated by the Institute, while many others are designed in collaboration with individuals and organisations.

Legal Capacity Building and Skill Enhancement

This workshop aims to bring about awareness of the rural people of Orissa in terms of accessing entitlements as well as enhancing their skills for empowering them. There are various constitutional and legal provisions and policies of the governments for the skill development of the rural people which have not been used effectively and implemented by the state’s apparatus due to inadequate awareness of the people in rural areas that are meant for their empowerment.

Participants are generally chosen from NGOs, CBOs and individuals who are especially working among the socially and economically disadvantaged sections of the society.

Workshop on Panchayat Raj Institutions: Gender and Development

Women’s development invariably leads one to ask questions about gender and its manifestations in society. Since gender is a dynamic concept and each one has multiple identities, we need to look at gender realities with multiple lenses. The objective of the workshop is to provide participants with perspectives required for understanding local self governance/ Panchayat Raj Institutions and Gender Mainstreaming. In the context of Panchayat Raj Institution, it would also examine the impact of mainstream development and globalization processes on women and men, particularly from the marginalized sections in our society.

Workshop on Tagore’s Perception on Gender and Development: Relevance and Implications in the Contemporary Times

Tagore was also one of the first few ‘feminist-men’ in India who thought of gender and women’s issues as an agent of change. In Tagore’s own words: “The time has come when woman's responsibility has become greater than ever before, when her field of work has far transcended the domestic sphere of life.” The objective of the workshop is to provide participants with perspectives and ideas of Rabindranath Tagore on Gender and Development and it’s relevance today as well as to provide with the tools and skills required for understanding and mainstreaming gender. The workshop will examine personal and social construction of gender in the Indian context.

Special Economic Zones: Cutting under the roots of Swaraj?

Ever since the Special Economic Zones (SEZ) Act, 2005, Government of India has formally approved hundreds of SEZs in various states of India and many have already become operational. The critical view on SEZs argues that they are ‘deemed foreign territories’ being created within our country for the pursuit of unhindered accumulation by transnational capital, both Indian and foreign. The prevailing laws of the land relating to labour, environment, etc. become null and void in SEZs which are also tax-free havens incurring huge losses to the public exchequer. The large-scale land acquisition for SEZs has snatched away land-based livelihoods and boosted real estate activities on a massive scale. Opinions, however, vary on the developmental benefits of SEZs such as employment generation, export growth, etc. A view supportive of SEZs argues that generation of remunerative employment through SEZs contributes to human development concerns in India. If we were to go by the critical view on SEZs, can we let all the hard-earned gains of India’s anti-colonial movement be washed away through the operation of these ‘foreign enclaves’? Welcome to the interactive workshop on SEZs.

Rights of Women

The purpose of this course is to enable women to understand their legal rights in different areas of life. The course will also appraise them of the latest legislative developments and judicial pronouncements on women’s rights. This course will also focus on the sub-topics like child marriage, female foeticide, Dowry Prohibition Act, Domestic Violence Act, right to maintenance, equal right to property, gender justice, Constitutional rights of women, etc.

Participants for this course are chosen mostly from NGOs, CBOs and others who are working especially for the empowerment of women in rural and urban villages in India.

Consultation on “Hunger Death among IP communities in India: Mapping areas of neglect and Human Rights Intervention”

This is part of the provision given in the Research Project on the same topic. This will be

conducted once the project is completed.

The main topics which will be dealt with are: Rights of Women - minor stage to widowhood; Child Sexual Abuse including Kidnapping and Abduction, Sale and Purchase of Minor, Trafficking of young women and forced prostitution, Juvenile Justice Act; Child Labour (including all the Acts concerning it), Sexual harassment; Rights of Arrestee; Consumer Rights; Various Central and State welfare schemes.

Participants are men and women of a particular slum cluster.

Principles of Accountancy and Financial Management.

The finances are the spinal cord of any of the organization. The continued growth of finances can only take us to a better future. It is a tool as well as measure for the standards of accountability of an organisation. Transparency and professional set of financial policies should be on the top. Uniformity and consistency in financial decisions is utmost required.

Participants are generally chosen from NGOs, CBOs and individuals who are especially working among the socially and economically disadvantaged sections of the society.

Research Methodology

This 5-day programme is meant to familiarise aspiring researchers with the basic tools of conducting social science research. This would consist of invited lectures to be delivered by experts in the field who would introduce the participants to conceptual issues, and quantitative and qualitative methods of conducting social science research. The course can be concluded by a field work in a nearby area and an assignment based on it.

Participants are researchers from various NGOs and Universities based in Delhi.

Educational Rights of Minorities

This workshop is organized for Heads of the Institutions, Managers, Correspondents, Principals and Educationists from all over India. The main focus of this workshop is to enlighten the participants regarding appointment of the Head of the Institution, appointment of teachers, procedure for disciplinary action, criteria for admission policy according to Supreme Court directions, fee structure, procedure for obtaining minority status certificate, advantages of obtaining minority status, reservation whether applicable to minority institutions, their right to exercise minority rights, etc.

Participants are heads of the minority educational institutions from all over India.

Para-Legal Training Course for Social Activists

This course is meant for social activists who are working with grassroots level organizations. The purpose of this course is to train social activists as para-legals with a view to educating them about the rights and benefits to which the poor are entitled under social welfare laws and governmental schemes and measures.

Participants are especially chosen from NGOs, CBOs and individuals who are working for the upliftment of socially and economically disadvantaged sections of the society.

Workshop on Right to Sustainable Livelihood

Tribals constitute nearly 9 per cent of the India’s total population and majority of them residing in the states of Madhya Pradesh, Chhattisgarh, Jharkhand and Orissa. These States are the reservoir of natural resources in India. In terms of development parameters they are at the bottom and struggling for their living. Their basic human need such as food, shelter and other necessities to lead a human life are being threatened. With their basic amenities still at bay, they are depended on the natural resources for livelihood. The purpose of this workshop is to highlight the right of the indigenous people over their natural resources and the issues of livelihood insecurity. It will be seen in the context of legal and constitutional provisions to the right to livelihood including Fifth Schedule in the Constitution, Tribal Forest Right Act, 2006, right to food and Indian Forest Act, etc.

Participants are the tribal leaders, representatives from NGOs, members of Civil Society and volunteers from all over India who are experts in the areas of tribal right-land, forest and water policy, etc.

Identity, Alienation and Violence

This workshop is to focus the various forms of violence that are prevalent in the country. Quite a lot of violence is perpetrated in the name of various identities, religious ethnic or otherwise. There is a process of “othering the other” and then treat the other as an enemy and violent behaviors are unleashed. A paradigm for peaceful, co-existence, beyond violent behaviours and wounded memories needs to be identified. This workshop is an attempt for the same.

Participants are University students and others from Delhi.

Para-Legal Training Course for Social Activists

As social activists and animators involve themselves with peoples’ movement, they realize that they need to equip themselves with knowledge in the laws of the land. The proposed training course is mainly for those NGOs, CBOs and individuals who are working at the grassroots level to help them with the knowledge in law with information on the legal rights under the Constitution and other welfare laws.

Participants are generally chosen from NGOs, CBOs and individuals who are especially working among the socially and economically disadvantaged sections of the society.

Training and Awareness Building about the PESA Act, Forest Rights Act and other related activities (Orissa, Uttara Khanda, Madhya Pradesh, Chhattisgarh, Jharkhand, Rajasthan)

This training and workshop programme is envisaged with a view to creating awareness and greater participation in the local governance with proper understanding and implementation of the Acts favorable to Tribals. The different workshops and training programmes are foreseen in the much needed states like Orissa, Chhattisgarh, Madhya Pradesh, Jharkhand and Uttarakhand.

Census 2011

The Indian Census has been a fascinating source of data. The rich diversity of the people of India is truly brought out by the decennial census which has become one of the tools to understand and study India. The Census helps in planning and allocation of resources. The Tribal and Dalit department of ISI has taken up this herculean task to create nationwide awareness regarding census by organizing workshops, training programmes, seminars, lobbying and if possible to cooperate with the census commission in conducting parallel censuses in some states. Secondly, the tribal religion has not been allotted a code which is again a question of identity for the indigenous faith system. Therefore there is a nationwide campaign to create awareness among the minority and other backward, tribal and Dalit communities for a correct enumeration of the total population which will later influence the allocation of resources, tribal sub plans, seat reservations for the representatives etc. The lobbying at different ministry and commission level has already been started.

Dalit Concerns in other states than in Delhi

This is to address the current and often unforeseen events and situations pertaining to the Dalit communities across the country. This will include leadership training and capacity building.

In collaboration with other Organizations and NGOs and individuals this leadership and capacity building programme will help to address the events like atrocities committed against Dalits in various parts of the North India (Rajasthan, Haryana, Panjab, Bihar, UP etc.)
